On 23 October 2023, Yuliia Lykhach, Director of the High School, took part in the roundtable discussion “Professional Training of Public Servants in the Context of Ukraine’s European Integration: European and National Dimensions of Change”.
The event was organised by the Verkhovna Rada Committee on State Building, Local Governance, Regional Development and Urban Planning in cooperation with the National Agency of Ukraine on Civil Service with the assistance and support of the European Union Project “Continuation of Support to Comprehensive Public Administration Reform in Ukraine” (EU4PAR2).
In her speech “Professional Training of Civil Servants: European Vector”, the Director of the School noted that professional training of public servants is an absolute priority, without which the next steps related to Ukraine’s membership in the EU are impossible. The High School of Public Governance, as a modern educational and research hub, implements training for civil servants that meets the requirements of the times and is focused on the practice and successful experience of European partners. We would like to add that within the framework of the state order, 1740 public servants were trained in European and Euro-Atlantic integration at the High School during the year. A total of 115 programmes were developed in 2023. More than 20,000 people were trained under the relevant programmes. In addition, 12 Twinning programmes have been implemented, under which 260 trainers have been trained.
The meeting discussed the issues of ensuring the institutional sustainability of the professional training system for public servants in times of war, the prospects for improving the quality of education and introducing innovations in professional training as a prerequisite for Ukraine’s European integration. Also, the role of international technical assistance projects (programmes) in the professional training of public servants.
The roundtable was attended by members of the Ukrainian parliament, representatives of state authorities, local governments and their leading associations, national and international organisations, and experts.
