Purpose:

Strengthen the personnel capacity of state authorities and local governments to effectively manage the process of Ukraine's European integration and implement state policy in the sphere of European and Euro-Atlantic integration.

Tasks:

1. To develop general short-term training programs for civil servants and local self-government officials on the adaptation of Ukrainian legislation to the EU acquis.

2. Development of general short-term training programs for civil servants and organization of trainings on specific issues of European integration (negotiation skills, organization and stages of the accession process, main sections of the negotiation process, policy making in the EU) for representatives of public authorities - members of negotiation groups.

3. Development of general short-term professional development programs for civil servants and organization of training on specific issues of European integration (legislative approximation, law analysis and compliance assessment with 35 chapters of EU law, EU policy making) for employees of structural units of public authorities whose competence includes European integration issues.

4. Ensure the formation and training of a pool of experts, including Ukrainian civil servants, for analytical support of the EU membership process.

5. Development and actualization of general professional (certificate) and short-term training programs for civil servants and local government officials whose functional responsibilities include issues of Ukraine's Euro-Atlantic integration.

6. Development and organization of training on general professional (certificate) and short-term professional development programs for representatives of state bodies, institutions and organizations involved in the implementation of the Concept of the National Resilience System.

7. Develop and organization of short-term training programs for civil servants and local self-government officials on the implementation and functioning of the national resilience system.

8. Ensure formation and training of a Pool of Experts, including civil servants of Ukraine, for analytical support of the process of implementation and functioning of the national resilience system.

9. Developing joint training programs and organizing relevant training for Ukrainian civil servants and civil servants of EU member states.

10. Organizing (participating in the organization of) study visits of civil servants, heads of local state administrations, their first and second deputies, local self-government officials, deputies of local councils to state bodies, their apparatuses (secretariats), international organizations, state bodies, institutions and organizations of foreign countries.

11. Participation in the organization of internships, including abroad, for civil servants and local self-government officials.
