On 11 September, training for district heads began under the general short-term professional development programme “Organisation of activities of heads of regional state administrations under martial law”.
The training is being implemented by the High School in cooperation with the Office of the President of Ukraine and the National Agency of State Emergency Service.
The aim of the programme is to increase the capacity of the heads of local state administrations to ensure the efficiency and effectiveness of the local state administration under martial law.
Oleksiy Kuleba, Deputy Head of the Office of the President of Ukraine, Natalia Alushyna, Head of the National Agency of Ukraine on Civil Service, and Viktor Nikoluk, Major General, Commander of the Training Command of the Ground Forces of the Armed Forces of Ukraine, welcomed the participants.
As part of the training programme, the students will consider the peculiarities of exercising powers by the heads of district state administrations and the interaction between local governments and military administrations under martial law in Ukraine. They will discuss expenditures for the maintenance of state authorities and local self-government bodies, problems and ways to solve them, as well as public procurement.
Special attention will be paid to the provision of medical and social services under martial law, as well as the educational process under martial law.
