European Approaches to Equality and Non-Discrimination: the High School of Public Governance Holds a Thematic Training for Trainers

A training of trainers entitled «Developing Training Competencies in Preventing, Identifying and Responding to Cases of Sex-Based Discrimination» is currently taking place at the High School of Public Governance.

Over the course of three days, 20 representatives of key state institutions, local self-government bodies, educational institutions and UN Women Ukraine are mastering modern approaches to preventing, identifying and responding to cases of sex-based discrimination.

The training is being conducted by the High School of Public Governance in partnership with the National Agency of Ukraine on Civil Service, the National Social Service of Ukraine and UN Women Ukraine, with the support of the Government of Canada.

Its main goal is not only to strengthen the professional competencies of the participants, but also to build a community of trainers who will go on to share the knowledge they have gained with their colleagues and contribute to the implementation of modern approaches to ensuring equality and non-discrimination in the public administration system.

Yuliia Lykhach, Director of the High School of Public Governance, addressed the training participants. She emphasised that the systematic training of trainers in the field of equality and non-discrimination is an important component of developing a modern public service and implementing European approaches to public administration.

«Today, we are talking not only about transferring knowledge, but also about shaping the professional culture of the public service. The extent to which public servants understand the principles of equality, non-discrimination and respect for human rights affects the quality of managerial decisions, the level of public trust in state institutions and a safe environment within teams. For Ukraine, this is also an integral part of the European integration process, as implementing European standards means not only updating legislation, but also developing the competencies of the professionals who apply these standards in their daily work. That is why the High School of Public Governance is systematically developing the training of trainers who will be able to pass this knowledge on to their colleagues and contribute to strengthening a culture of equality, mutual respect and non-discrimination in state authorities and local self-government bodies,» Yuliia Lykhach noted.

During the first two days, the participants have already worked through international and national standards in the field of equality and non-discrimination, response algorithms for cases of sex-based discrimination, the specific aspects of the work of commissions, issues of sexual harassment in the workplace, and practical case studies based on real-life situations.

Ahead is the final day of training, dedicated to creating a non-discriminatory environment, developing training competencies, non-discriminatory communication, and a survivor-centred approach.

Upon completion of the training, participants will receive certificates and will be able to pass on the knowledge and practical tools they have acquired to their colleagues by conducting relevant training sessions in their own institutions.
