Discussion of the problems of justice, fairness and historical truth in times of war

The Head of the High School, Yuliia Lykhach, took part in the conference “At the Turn of History: Justice for the Victims of the War in Ukraine”, held on 5-7 June 2024 in Lviv.

The war in Ukraine, marked by numerous human rights violations and war crimes, has raised serious concerns about the effectiveness of the application of international law and responsibility for its non-compliance.

During the event, representatives of governmental, non-governmental and humanitarian institutions presented their experience in disseminating knowledge and competencies in international humanitarian law to various target audiences, including the military, penitentiary officers responsible for the detention of prisoners of war, educators and civil servants.

The High School actively cooperates with the Ukrainian Helsinki Human Rights Union in the field of international humanitarian law. Training in this area is among the priorities in the professional development of public servants. There are many achievements in cooperation with the Ukrainian Helsinki Human Rights Union. This year, a standard general short-term professional development programme “International Humanitarian Law in the Professional Activity of Public Servants” was developed. The programme will be launched in June, and 208 civil servants will be trained as part of the programme.

During the conference, the results of a nationwide survey to assess the needs of victims of the war in Ukraine, conducted by the USAID Human Rights in Action Program, implemented by the Ukrainian Helsinki Human Rights Union, were presented.

The conference became a platform for discussing problems in achieving justice for victims of international armed conflict, including investigation of crimes, compensation for damages and establishment of historical truth.
