In the current context of Ukraine’s candidate status for accession to the European Union and the need for further institutional development of public administration, state and local governments should increase their capacity in the sphere of European integration, in particular, to effectively complete the negotiation process and fulfil all EU conditions for full membership in this organisation.

All this requires substantial professional development of civil servants and local government officials, as well as strengthening the capacity of educational institutions in the field of European integration.

In accordance with the Government’s Priority Action Plan for 2023, approved by the Cabinet of Ministers of Ukraine by its Resolution No. 221-p of 14 March 2023, the NAUCS and the High School are tasked with training civil servants who plan, coordinate, monitor and report on the fulfilment of Ukraine’s commitments in the sphere of European integration, as well as the approximation of Ukrainian legislation to EU acquis.

The main tasks in the field of European integration in accordance with the Development Strategy of the High School for 2023-2028 are as follows:

1. Development of new training programmes for civil servants and local government officials in the field of European integration;

2. Development of cooperation with educational institutions, as well as the formation of a national network of organisations and institutions engaged in educational activities in the field of European integration;

3. Assistance in conducting regular needs assessments for civil servants and local government officials in the field of European integration;

4. Formation of an effective pool of teachers and trainers in the sphere of European integration, organisation of their training;

5. Development and implementation of new tools for organising the educational process of civil servants and local self-government officials in the sphere of European integration (in particular, online learning, etc.);

6. Participation in the organisation of internships for specialists and experts on European integration in public authorities and local self-government bodies;

7. Organising study tours of Ukrainian civil servants to European institutions and public authorities of EU member states.

During 2023, the High School of Public Governance is scheduled  to provide advanced training for 1316 civil servants in the field of European integration, for 290 civil servants – in the field of Euro-Atlantic integration.

During 2024, the High School of Public Governance will provid advanced training for 2312 civil servants in the field of European integration.

In order to exchange experience, develop joint programmes and organise internships for Ukrainian officials in the EU member states, the High School has established cooperation with the Lech Kaczynski National School of Public Administration (KSAP), the Finnish Institute of Public Management (HAUS), the Regional School of Public Administration (ReSPA), The Hague Academy for Local Governance, and the French National Institute of Public Service.

In order to ensure continuity and flexibility of professional training in the sphere of European integration and with the support of the EU Delegation to Ukraine and the Natolin4Capacity Building project, the N4CB online educational platform and 16 online courses on various aspects of the EU’s functioning and the development of EU-Ukraine relations are being transferred to the High School.
