The Head of the High School, Yuliia Lykhach, took part in the Round Table on the occasion of the Europe Day in Ukraine. The event, organised by the Educational and Research Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv, took place on 9 May 2024.
In her speech “The High School of Public Governance as an Educational and Scientific Hub for the Development of a New Generation of Public Servants”, Yuliia Lykhach focused, in particular, on professional development in European and Euro-Atlantic integration. “Given Ukraine’s aspirations for membership in the European Union, European integration issues are of paramount importance,” she said. “For the successful implementation of European integration reforms and the adaptation of Ukrainian legislation to EU norms, public servants need thorough knowledge and skills in this area. And the High School offers various professional development programmes in this area to ensure the professional development of civil servants.”
It should be noted that in 2023, the High School implemented 16 programmes in the field of European Integration, which certified 1450 people. In 2024, it is planned to upgrade the skills of 2312 public servants in this area. The main topics include European integration, human rights, approximation of legislation to EU law, negotiation process, strategic communications, implementation of the OECD/SIGMA European public administration principles, and social dialogue.
In the first quarter of 2024, 7 new programmes were developed in the area of European integration. In addition, the English-Ukrainian Online Dictionary on European Integration has been created for anyone interested in European integration and seeking to improve their English language skills, with more than 700 terms added to 7 thematic sections of EU law.
The High School also pays considerable attention to training and organising the education of future trainers. In 2023, 299 trainers were certified in 12 programmes in relevant areas.
“Advanced training in European Integration is an important step towards Ukraine’s successful European integration,” summed up the Head of the High School, “Together with our international partners, we offer a wide range of practice-oriented programmes, which allows public servants to choose the format and topics of training that meet their needs and interests.”
Based on the results of the roundtable, the organisers plan to publish a collection of abstracts, which will be published on the website of the Educational and Research Institute of Public Administration and Civil Service.
