Transitional justice: goals and mechanisms

The High School of Public Governance has completed the programme ‘Transitional Justice: Goals and Mechanisms’. This short-term professional development programme was developed in cooperation with the Hague Academy of Local Government, UpRights and the T.M.C. Asser Institute Knowledge Centre. The training brought together 104 public servants who sought to deepen their knowledge of important tools for restoring justice in post-conflict settings.

The programme focused on the theoretical foundations and practical mechanisms for implementing transitional justice principles. The students studied how to adapt international experience to Ukrainian realities, analysed the challenges faced in the occupied and de-occupied territories, and modelled scenarios for solving problems in conflict and post-conflict environments. Participants gained a comprehensive understanding of transitional justice, including the goals of restoring justice, ensuring the rule of law and protecting human rights.

The programme provided participants with the necessary knowledge to differentiate the goals of transitional justice depending on the stage of the conflict, as well as the skills to assess the effectiveness of its implementation mechanisms. Public servants learned to identify the main challenges in the de-occupied territories, develop response strategies and propose effective solutions. Practical tasks, case studies, and the involvement of leading experts made it possible to master the tools necessary to implement these mechanisms at various levels of government.

Such training initiatives are extremely important for building the capacity of civil servants to effectively respond to the consequences of the war and ensure the integration of the de-occupied territories into the legal framework of Ukraine. The Transitional Justice: Goals and Mechanisms programme has made a significant contribution to the professional development of managers working to restore justice, sustainability and trust in state institutions.
