Training opportunities for HR representatives

Topical issues of appointment to the public service, algorithms and procedural issues necessary to comply with the legislation created in modern realities, opportunities for the development of HR services, useful tools for HR services were considered on 30 April at a meeting of the Human Resources Management Council under the NAUCS.

Preserving, developing and increasing human capital is the main condition for the country’s successful recovery and survival. Human capital development is one of the key areas of Ukraine’s recovery, reconstruction and modernisation strategy for 2024-2027.

Ukraine needs new professionals with the skills required to rebuild the country and integrate it into the European community. It is the qualifications, knowledge and skills of people that determine labour productivity, innovation potential and competitiveness of the country.

High school responds promptly to today’s challenges. Taking into account the priority areas, we develop educational projects and training programmes aimed at retraining and employment. Another important issue that the institution is concerned with is the training of those who will teach – trainers and mentors.

Yuliia Lykhach, Head of the High School, spoke in detail about the possibilities of coaching for representatives of HR services in her speech.

It should be noted that the Development Strategy of the institution envisages a separate direction – the development of coaching skills – to create a professional space and train expert coaches who have modern methods and tools for the professional development of public servants. Most of the programmes of the High School are developed jointly with government agencies, local governments, and NGOs – experienced experts and practitioners.
Last year alone, 12 training programmes were prepared and 299 trainers were certified in the following areas: administrative procedure, integrity in the civil service, transitional justice, cybersecurity in a public body, combating gender-based and domestic violence, combating conflict-related sexual violence, access to public information, strategic planning, and approximation of Ukrainian legislation to EU law.
More than 100 trainers were trained as part of the Summer School of Coaching Skills.
“We are conscious of the importance of further activities in this area,” said Head of the High School, Yuliia Lykhach. “Since the beginning of the year, new training programmes have been developed on human rights, gender mainstreaming, prevention and counteraction to domestic and gender-based violence, modern tools for the professional development of public servants, and professional development of local government officials.

To date, 64 trainers have been trained and another 40 are undergoing certification. A programme for 30 trainers on ‘Supporting Mental Health in War Time’ is being prepared for implementation. At the same time, the ToT on transitional justice, gender budgeting and auditing, and gender mainstreaming in the EU accession process is being prepared. This is a continuous process, and we are grateful to all our partners and colleagues for supporting our initiatives!”

By the way, the High School has recently presented a new online manual “Development of Coaching Skills of Teachers Who Train Public Servants”. Two more manuals on coaching skills are also being prepared. In the near future, we plan to prepare a training programme on mentoring.
