The Scientific and Expert Council of the High School discussed effective approaches to training and assessing the performance of public servants: from CAF to AI

On 23 April, the Scientific and Expert Council of the High School of Public Governance held its regular meeting.

Yulіia Lykhach, Director of the High School, opened the meeting with a welcoming address. She noted the importance of scientific and expert work for the development of the professional training system for public servants.

Systematic interaction strengthens us as academics and practitioners and makes the entire public administration system – the civil service and local government services – stronger,” noted Yulіia Lykhach.

During the meeting, Marуna Kanavets, Director of the Centre for the Adaptation of the Civil Service to European Union Standards, presented illustrative teaching materials that explain, in a simple and clear manner, the logic of the CAF model – a modern European tool for assessing the performance of public sector organisations and their systematic improvement. The material outlines the main stages of applying the model: from developing criteria to self-assessment and implementing measures to improve performance.

This format makes complex management logic more accessible and understandable, without losing any of the substance,” explained Marуna Kanavets.

Members of the Scientific and Expert Council noted the effectiveness of this format in improving the perception of information and its practical value in professional practice.

During the meeting, the results of a survey on civil servants’ awareness of actions to take in the event of threats were also presented; nearly 20,000 civil servants took part in the survey. The study’s findings identified a need to further raise civil servants’ awareness of various aspects of ensuring national resilience, both through the development and implementation of new professional development programmes and through awareness-raising activities within government bodies.

Valentyna Lisovska, Head of the Centre for Professional Development on European and Euro-Atlantic Integration, noted that respondents’ awareness levels had increased significantly compared to the figures from 2024.

Participants were also informed about two scientific and practical conferences planned by the High School: ‘Modern Educational Technologies and Methods of Professional Development for Public Servants’, to be held on 28 April, and the 2nd scientific and practical conference with international participation, ‘The Use of Artificial Intelligence in Public Administration: Challenges, Opportunities, Prospects’, to be held on 15 May.
