The High School of Public Governance has launched the “School of Strategy Training 7.0” for civil servants newly appointed to Category “A” positions. This comprehensive professional programme is being delivered in partnership with the National Agency of Ukraine on Civil Service, with the support of the “Recovery For All” technical assistance project.
The course will run from 9 to 30 July and aims to foster a modern managerial mindset through the acquisition of knowledge and skills in developing strategies for the management of organisations in the context of globalisation, European integration, post-war reconstruction and managerial decision-making in various spheres of public life.
During the opening ceremony, Oleg Voitovych, Acting Head of the NAUCS, emphasised that appointment to a Category “A” position represents not only a new stage in one’s professional career but also a higher level of responsibility.
“It is the senior management who determine the strategic course of development for government bodies, form management teams and make decisions on which the effectiveness of public policy depends. It is therefore important for us to support those who have taken up Category ‘A’ positions for the first time, not only during the adaptation phase but also in the transition to strategic management” -said Oleg Voitovych.
Throughout the training, participants will work with RFA project trainers on practical tasks relating to national and organisational development strategies, citizen-centred approaches, the use of artificial intelligence tools in strategic planning, as well as strategic and crisis communications.
The first module is devoted to the country’s development strategy. Its practical component focused on the key stages of preparing a strategic decision, in particular:
• assessing citizens’ needs;
• analysing problems;
• identifying possible policy options;
• setting result-oriented objectives;
• developing a policy logic model.
In the subsequent modules, participants will work on topics directly related to the managerial challenges faced by senior civil servants. The training will combine thematic blocks, practical tasks, group work and the development of their own strategic projects, the presentation of which will mark the conclusion of the programme.
