On 21 January 2025, an additional agreement to the Memorandum was signed between the High School of Public Governance and the Disinformation Counteraction Centre. The document aims to strengthen cooperation in training civil servants to work in the face of information threats. The agreement envisages new educational programmes and joint activities aimed at improving the level of professional training of public servants in the field of information security.

This partnership is important as it allows civil servants to more effectively counter disinformation and protect the country’s information space. In 2025, several training programmes for civil servants of various categories are planned to be implemented to improve their competence in countering information threats. In particular, public servants will learn to understand the regional aspects of disinformation and develop the skills to effectively refute it. In addition, civil servants will be provided with the knowledge to build immunity to manipulative content and respond quickly to hybrid threats. Crisis management training in the face of information threats will also be provided to help officials act effectively in complex information environments, while maintaining stability and security.

Additionally: In 2023-2024, the High School of Public Governance, together with the Centre for Countering Disinformation, implemented a number of short-term training programmes for civil servants. For officials of categories B and C, training was organised on countering destructive information influence, including regional peculiarities and responding to disinformation narratives under martial law. A separate programme for category A officials was dedicated to managing information crises, which helped improve their skills in combating disinformation. In addition, in 2024, the heads of local state administrations and their deputies were trained in key skills in countering disinformation, which helps to increase their effectiveness in the field of information security.
