Yuliia Lykhach, Director of the High School, and Serhii Selivanov, Deputy Director, took part in the roundtable discussion “Transformation of the Public Service Culture: 5”, held at the National Agency of Ukraine on Civil Service.

The event was organised jointly with the Centre for Integrity in the Defence Sector (CIDS) at the Norwegian Ministry of Defence.

This year, experts from the public and civil society sectors discussed the results of the surveys ” Public Service in Ukraine: Your point of view” in 2020, 2021 and 2023. Three thematic panels discussed challenges in organising the work of public authorities, ways to ensure communication among public servants, building their readiness for change, etc.

During the roundtable, representatives of state and local authorities, international projects, and the public worked on practical cases and algorithms for implementing changes. The participants developed recommendations for improving the level of organisational culture in public authorities. In particular, they touched upon the issues of creating a culture of governance and barrier-free access, maintaining staff motivation and engagement, and building a culture of communication and integrity in the public service.

Each of the groups, moderated by experts Yuliia Marushkevych, Serhii Horovenko, Alla Oliynyk, Yurii Manilov, Roman Rukomeda, identified issues in the context of the proposed topics, developed a list of measures, prioritised implementation and outlined the expected results.

It should be noted that the workshop results will be included in the Analytical Report on the Results of Public Servant Surveys in 2020, 2021, and 2023.
