Professionalisation of public servants in administrative procedure

The Law on Administrative Procedure adopted by the Verkhovna Rada of Ukraine establishes general transparent rules for the interaction of the state with citizens and businesses based on the principles of the European Union. This law will bring Ukrainian legislation closer to EU practices by introducing the principles of fairness, transparency and mutual respect. To implement the Government’s Priority Action Plan for 2023, the Public Administration Reform Strategy for 2022-2025, and to prepare for the implementation of the Law and familiarise themselves with the new legislation, gain relevant knowledge of the general administrative procedure, and apply the new rules in practice by the NAUCS public servants, a number of activities were implemented jointly with the High School and the EU4PAR project.

In the first phase of this activity, 34 trainers on the General Administrative Procedure were trained and certified, 12 of whom are public servants and local government officials. The trainers will provide training to public servants and local self-government officials, both in educational institutions and in state and local government bodies.

In addition, from February to June 2023, 639 public servants and local self-government officials from 23 regions of Ukraine were trained at the High School of Public Governance under the general short-term training programme “General Administrative Procedure”.

In the future, cooperation with the EU4PAR project on professional training of public servants in general administrative procedure will continue.
