Public authorities are implementing a project of a human resource management information system (HRMIS) in public authorities. This is extremely important given the urgency of transforming the Ukrainian public service into a digital format. After all, HRMIS is a step towards the introduction of a digital civil service in Ukraine, as envisaged by the Public Administration Reform Strategy and the Ukraine Facility Plan.
In order to provide up-to-date information on the use of the human resources management information system, the High School of Public Governance, together with the National Agency of Ukraine on Civil Service, has developed a general short-term training programme ‘Basic Principles of HRMIS in Public Bodies’.
During the three-day training, the participants got acquainted with the HRMIS system and its purpose, the functionality of the Self-Service Cabinet, were able to review the HRMIS desktops, create staffing tables and appoint employees to positions, gain knowledge of personnel accounting in the HRMIS system and set up key indicators for payroll. More than 800 civil servants from 764 state authorities took part in the training.

HRMIS is an automated system for collecting, processing, storing and protecting information on civil servants and other employees of state bodies, which is formed and used to operate a centralised database of civil servants and other employees of state bodies, as well as to automate and digitalise processes related to the performance of HR functions. The development and implementation is being carried out under the World Bank Grant No. TF0A5324 dated June 26, 2017, for the project ‘Strengthening Public Resource Management’ funded by the EU under the Public Administration and Public Finance Reform Programme (EURoPAF).
