Opening of integrity training

On 18 April, the Professional Development Programme ‘The Role of a Manager in Building an Integrity Environment of an Organisation’ was launched for senior civil servants.

The programme was developed by the High School in partnership with the National Agency for the Prevention of Corruption as part of the implementation of the State Anti-Corruption Programme for 2023-2025. The relevance of its implementation is dictated by the Public Administration Reform Strategy of Ukraine for 2022-2025, which focuses on raising integrity standards in the public administration system.

Increasing the level of professional knowledge and competencies in the field of integrity and the effective functioning of the corruption prevention system in an organisation is important for reducing the risks of corruption, increasing trust in the organisation, improving performance and raising the level of ethical culture.

Viktor Pavlushchyk, Head of the National Agency for the Prevention of Corruption, and Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, welcomed the students to the course.

Over the course of two days, the 34 students will consider the concept of ‘integrity’, its components and key characteristics, the strategy for building an integrity environment in a government agency, and the specifics of interaction with stakeholders in the process of building an integrity organisation. The students will also learn about the general principles and legal framework for regulation in the field of corruption prevention, international and national anti-corruption standards; conflict of interest, as well as prevention of corruption risks, and skills in applying practical tools for preventing corruption.

The High School is the only educational institution that trains authorised persons to prevent and detect corruption. In 2023, more than 340 such specialists upgraded their qualifications under the school’s programmes and courses. Also last year, the first Integrity Forum for public servants and local government officials was held in Ukraine, which aroused wide resonance and interest among the public, media, and experts. The High School trained 20 trainers on promoting integrity in the public service, updated the online course ‘Integrity of Civil Servants in the Performance of Duties’ and the manual ‘Promoting Integrity and Good Governance. Reflections and Best Practices for Public Institutions’.
