On 29 October 2024, the Higher School of Public Governance together with the Center for Strategic Communications and Information Security, in partnership with the Foreign and Commonwealth Office, Zinc Network and the Centre for Democracy and Rule of Law, organized an online training on “Communication Strategy and Plan. The OASIS Model”. The event brought together more than 50 civil servants of categories “B” and “C” who are directly involved in strategic communications in government agencies.

The training was conducted by Yaroslava Katolyk, an analyst at the training department of the Center for Strategic Communications. Under her guidance, the participants delved into the basics of building communication strategies, starting with goal setting, using the SMART model, which allows for clear and specific outlining of action areas. Special attention was paid to audience knowledge and analysis, which is a key factor in developing an effective communication strategy.

The event discussed practical aspects of creating communication strategies, including budgeting, forecasting potential risks, and identifying key messages. Participants had the opportunity to learn how to select appropriate communication channels and how to evaluate the effectiveness of communication campaigns.

Implementing a communication strategy requires not only clear planning but also the ability to adapt to changing conditions, which was emphasized during the training. Thanks to such training events, civil servants receive practical tools for effective implementation of strategic communications, which is especially important in today’s information challenges.
