On 7 June 2023, Yuliia Lykhach, Director of the High School of Public Governance, and Volodymyr Kozak, Head of the State Research Institute of Cybersecurity and Information Protection Technologies, signed a Memorandum of Cooperation. The document confirms the intentions of the sides to cooperate in the field of cybersecurity and information protection.

The agreement provides for the establishment of cooperation between the parties on expert support, implementation of scientific and practical projects, information and scientific and educational events, development of training programmes and materials for public servants and local government officials on cybersecurity and information protection.

The High School of Public Governance was established by the order of the National Agency of Ukraine on Civil Service as a postgraduate educational institution to provide educational services in the field of professional development and advanced training of public servants – persons holding political positions, public servants, heads of local state administrations, their first deputies and deputies, local self-government officials, and deputies of local councils.

The State Research Institute of Cybersecurity and Information Protection Technologies was established in accordance with the Decree of the Cabinet of Ministers of Ukraine No. 544-r dated 08 November 2006 “On the Establishment of the State Research Institute of Special Communications and Information Protection” and renamed by the Order of the Administration of the State Service for Special Communications and Information Protection of Ukraine No. 484 “On Renaming” dated 12 September 2019 into the State Research Institute of Cybersecurity and Information Protection Technologies. The purpose of the Institute is to implement scientific and technical tasks in the areas of cryptographic and technical information protection, development and implementation of the latest cybersecurity technologies, protection of state information resources and information, and performance of cybersecurity and cyber defence tasks.
