The final meeting of the NAUCS Human Resource Management Council in 2023 brought together all those involved in the issues of HR management in the public service, attracting young people to the public service, and the role of HR departments in supporting and developing staff.

During the thematic panel “Human Resources Management in the Civil Service in the Context of Recent Legislative Changes”, the participants discussed the implementation of Law of Ukraine No. 3077 “On Service in Local Self-Government Bodies”, the resumption of special inspections, obtaining certificates of proficiency in the state language and the practice of classifying public service positions.
When discussing the topic of attracting young people to the civil service, the participants considered cooperation between HR departments and employment centres and the implementation of internship programmes for young people in practice.
The thematic panel “Support and Development of Staff: The Role of HR” included a discussion of barrier-free public service, professional training opportunities and individual professional development programmes.

As part of this block of issues, the Director of the High School, Yuliia Lykhach, presented the priority areas of professional training for public servants for 2024. It should be noted that the priorities are defined in the Development Strategy of the High School of Public Governance for 2023-2028, and the implementation measures are presented in the Roadmap. It should be added that the areas of professional training are developed taking into account the current needs of state bodies and local self-government officials, as well as the requirements for the professional competence of public servants.

At the end of the event, the results of the All-Ukrainian competition “Best Practices in Human Resources Management” were traditionally summed up and the winners were awarded.
