Marathon ‘Organisation of work in the de-occupied territories’

On September 25, within the framework of the educational project ‘Organisation of Work in the De-occupied Territories’ initiated by the Higher School of Public Governance in cooperation with the National Agency of Ukraine on Civil Service, a meeting was held with representatives of the personnel reserve for work in the de-occupied territories of Ukraine.

The topic of the meeting: ‘Priority steps of the state after the de-occupation of the Autonomous Republic of Crimea’. The speaker was Olga Kuryshko, Deputy Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea. She outlined the main challenges arising from the ongoing occupation of Crimea and voiced the key steps of the state to ensure the safe reintegration of the de-occupied territory. The participants received up-to-date information on

  • resumption of work of public authorities.
  • revision of approaches to criminal liability.
  • protection of property rights.
  • humanitarian policy and demilitarisation.
  • status of russian citizens illegally displaced to Crimea during the occupation.


During the opening of the event, Yulia Lykhach, Director of the Higher School of Public Administration, stressed the importance of providing participants with up-to-date information on the organisation of the activities of state bodies in the Autonomous Republic of Crimea after de-occupation. More than 76.4% of the participants identified the Autonomous Republic of Crimea as one of the priority areas for work in their questionnaires.

For reference: In May 2023, the government initiated a pilot project to create a reserve of employees to work in the de-occupied territories in order to provide government agencies with qualified personnel.

The speaker paid special attention to the possibility of using the ProKrym online course in training.
