On 12 February, the High School, in cooperation with the National Agency for Civil Service, the Secretariat of the Cabinet of Ministers of Ukraine and with the support of the EU4PAR project, held the first in a series of trainings on ‘Analysis and Optimisation of Workflows in Public Authorities: Strategy for Effective Implementation’.
The programme was opened by Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov and Head of the National Agency of Ukraine on Civil Service Nataliia Aliushyna, who stressed the need to optimise public administration as a key element in increasing its flexibility and efficiency.
According to Minister of the Cabinet of Ministers Oleh Nemchinov, ‘inefficiency is an unacceptable luxury’, especially in times of war and the need to quickly adapt Ukraine’s legislation to European standards.
‘The next stage will be the implementation of the CAF model, which will allow us to structure the work of government agencies in accordance with European standards,’ said the Head of the National Agency, stressing the importance of introducing a culture of continuous improvement.
The participants of the event had the opportunity to learn methods of analysing work processes and ways to optimise them, the requirements for which were set out in the decisions of the Cabinet of Ministers of 17 January 2025:
Resolution No. 50, which approved the procedure for analysing and optimising workflows in central executive bodies;
Order No. 39-p, which provides for a reduction in management costs without losing efficiency.
The main part of the training was a module on the Lean methodology, presented by Sergiy Komberyanov, Director of Lean Institute Ukraine. This is a management approach that eliminates unnecessary procedures, minimises bureaucracy and increases productivity.

The optimisation of workflows discussed during the training is not only an internal reform, but also one of the elements of the Ukraine Facility Plan implementation. It will help create an effective, modern management system that meets current challenges and EU standards.
