Improving the integrity of Ukrainian civil servants

Building the professional competencies of civil servants, including in the area of integrity and anti-corruption, is an important step towards strengthening public administration and ensuring transparency in government. Such educational programmes not only improve the qualifications of officials, but also contribute to the creation of a culture of ethics and integrity, which is critical for the effective functioning of the public sector and the restoration of public trust in state institutions.

In 2023, the High School of Public Governance, in partnership with the National Agency for the Prevention of Corruption, developed the programme ‘The Role of the Manager in Building an Integrity Environment of the Organisation’ for civil servants holding category A positions as part of the implementation of the Measures for the Implementation of the State Anti-Corruption Programme for 2023-2025. Based on the results of the training, 67 civil servants of the senior civil service corps were trained in 2023 and 2024.

In addition, a general professional (certificate) training programme ‘Preventing Corruption and Ensuring Integrity’ was jointly developed and implemented, which was attended by 174 authorised persons for the prevention and detection of corruption (civil servants and local government officials), and general short-term professional development programmes were developed and implemented:

  • Organisation of declaration work in a state body;
  • Corruption risk management;
  • Key functions of the professional standard ‘Commissioner for Anti-Corruption Activities’.

These programmes were used to train 370 authorised persons for the prevention and detection of corruption (civil servants and local government officials).
In addition, the High School, together with its partners, is implementing the programme ‘Organisation of Activities of Heads of District State Administrations under Martial Law’ (module ‘Ethics and Integrity Issues in the Activities of Heads of District State Administrations under Martial Law), under which 112 heads of local administrations were trained in 2023, and 80 heads of local administrations were trained in 2024.

Plans for 2025 include the implementation of a special short-term professional development programme, Training for Trainers on Integrity, developed in partnership with the NACP. Its goal is to improve the professional skills of civil servants in preparing and conducting trainings on integrity and anti-corruption, introduce interactive teaching methods, and promote high ethical standards and transparency in public administration. The implementation of this programme will be an important step in preparing leaders who are ready to uphold the principles of integrity and ensure their observance in their professional activities.
