Democracy is one of the core values of the European Union.

The Treaty on European Union (TEU) defines democracy as one of the fundamental principles on which the EU is based.

The Treaty on the Functioning of the European Union states that the EU is based on representative democracy, where citizens are involved in decision-making through their representatives.

The Treaty of Lisbon strengthens the principles of democracy in the EU and introduces the right to citizens’ initiative, according to which EU citizens can address the European Commission with proposals for EU policy.

Transparency in EU activities. EU decisions and draft laws are available for public review and comment on online portals, including EUR-Lex.

Protection of freedom of speech. Since 2015, the European Union has funded more than 200 projects aimed at protecting freedom of speech and independent media in its member states and neighbouring countries, worth more than €300 million. Ukraine adopted the Law on Media in 2021 to strengthen the protection of journalists and media independence.

EU citizens’ support for democracy. According to the Eurobarometer 2024 survey, 38% of EU citizens consider respect for democracy to be one of the defining features of the EU.

Freedom of the press and media in Ukraine. Reporters Without Borders (RSF) has released its Freedom of Speech Index for 2024, which includes 180 countries. Ukraine was ranked 61st, having risen 18 positions over the year.
