On 11-14 February, the High School of Public Governance held a training for trainers on ‘Using Training Technologies in the Implementation of Gender Policy in the Process of European Integration’.
The event was organised jointly with the National Agency of Ukraine on Civil Service, UN Women and the Ministry of Foreign Affairs of Denmark with the support of Sweden.
Opening the training, Yuliia Lykhach, Head of the High School, stressed the importance of training trainers who are able to transfer knowledge and promote gender-responsive governance in Ukraine. She stressed that the peculiarity of coaching in the public service is the need not only to have knowledge of training methods, but also to be able to adapt them to the specifics of public administration and legislation.
Over the course of four days, participants mastered training technologies as an interactive learning tool, studied the basics of gender theory, the historical evolution of gender equality at the global and European levels, and examined EU competencies in this area. Particular emphasis was placed on gender analysis methods for developing effective management decisions, implementing gender mainstreaming and its connection with public policies. The participants also explored Ukraine’s gender portrait in the context of European integration and the issue of ensuring equal rights in the EU accession negotiations.
The practical part of the training involved group work, where participants developed their own training sessions, testing the knowledge they had gained in practice. After presenting their work, the participants discussed the results of their work, which allowed them not only to assess the effectiveness of the methods, but also to develop common approaches to the further implementation of training programmes.
Such trainings are an important element in preparing civil servants for the implementation of European governance standards. Gender equality is one of the key principles of EU policy, so developing competencies in this area will help Ukraine to fulfil its obligations under the European integration process more effectively. The knowledge gained will contribute not only to improving the quality of management decisions, but also to the formation of an inclusive state apparatus capable of ensuring equal rights and opportunities for all citizens.
