Effective communications: civil servants master the OASIS model

On November 14, 2024, the High School of Public Governance together with the Centre for Strategic Communications and Information Security, with the support of the British Foreign Office, Zinc Network and the Centre for Democracy and Rule of Law, held a second online training on ‘Communication Strategy and Plan. The OASIS Model’. The event was attended by civil servants of categories ‘B’ and ‘C’ working in the field of strategic communications.

The training was conducted by Yaroslava Katolyk, analyst at the Centre for Strategic Communications. The participants learnt about the basics of creating communication strategies, including the formulation of goals based on the SMART model, which allows for clear and specific action areas. Particular attention was paid to audience analysis, which is a key factor in developing an effective communication strategy.

Practical aspects such as budgeting, risk forecasting and identifying key messages were discussed. The participants learnt how to select communication channels and evaluate the effectiveness of campaigns. Implementing a communication strategy requires not only clear planning but also the ability to adapt to changing conditions, which was emphasised during the training.

The training provided civil servants with important knowledge and practical skills to develop effective communication strategies that address the real needs of the audience. This initiative raises the level of professionalism in strategic communications, helping participants to adapt their actions to the challenges of the modern information environment. Thus, such exercises contribute to strengthening information security and resilience of state institutions in the face of new challenges.
