‘The potential of digital technologies and AI for a public servant’

On 20-21 November, the High School of Public Governance held a training on ‘The Potential of Digital Technologies and AI for Public Servants’ with the support of the Hans Seidel Foundation in Ukraine.

The purpose of the training was to show how modern digital technologies help to optimise work processes, inspire their practical application and promote the professional development of civil servants in this area. The trainer of the programme was Anastasiia Kondryko, Director of the Cyber Media Track Media Analytics Centre, founder of the Synergy of Analysts of Ukraine NGO, OSCE expert on cybercrime investigation and PhD in social communications.

The participants of the training got acquainted with the key stages of the Internet development, in particular, the evolution from web 1.0, which was static content, to web 2.0 with social networks and interactive platforms, as well as the modern web 3.0 – a decentralised Internet based on blockchain technologies. The practical application of blockchain in ensuring data transparency, the functioning of virtual assets and the development of metaverse – integrated digital environments that can transform the way citizens interact with the authorities – was discussed.

A special emphasis was placed on artificial intelligence, revealing the principles of its operation, including machine and deep learning and the use of neural networks to process big data. Participants were able to learn about examples of AI applications in process automation, forecasting and data analysis. The programme also included a demonstration of an educational video illustrating how artificial intelligence influences the evolution of human thought, stimulating innovation in various fields.

The Higr School of Public Governance is actively involved in training civil servants in the basics of artificial intelligence. In 2024, we developed a general short-term programme ‘Fundamentals of Artificial Intelligence for Public Servants’, which has already been completed by more than 260 participants.
