A new online course ‘Organisation of work in the territories affected by military operations’ has been launched on the StudyiЯ educational platform of the High School of Public Governance. The course was developed jointly with the National Agency of Ukraine on Civil Service and is aimed at preparing civil servants to work in the context of war and after the de-occupation of the territories.
The war has fundamentally changed approaches to public administration, making security, social protection and reintegration of the liberated territories key priorities. The course will help officials to adapt to new challenges, understand the peculiarities of governance in a crisis, and understand the legal mechanisms for bringing war criminals to justice, including through the Rome Statute and the jurisdiction of the International Criminal Court. A separate block is devoted to methods of combating disinformation and protecting the information space, as well as to the reconstruction of the de-occupied territories, including the restoration of social protection, the functioning of registers and ASCs, and measures to ensure the security of personal data. In addition, the course covers human trafficking, its main forms and prevention mechanisms, as well as work with veterans and families of the dead and the missing, including the proper way to build a dialogue with these groups, taking into account their emotional state and the basic principles of interaction.
This online course is not just theoretical material, but a practical tool for officials who want to work more effectively, help people and contribute to Ukraine’s recovery.
