On 18-19 February, the High School of Public Governance held a training programme ‘Social Dialogue as a Mechanism of Public Administration in the Context of War, Post-War Reconstruction and Ukraine’s Accession to the EU’ for 28 public servants seeking to improve their knowledge of the implementation of European standards of social dialogue. The programme was developed and organised in cooperation with the Trade Union of Employees of State Institutions of Ukraine. The trainer was Olga Petroy, Professor, Doctor of Science in Public Governance, Head of the Department of University Research at the Institute of Higher Education of the National Academy of Sciences of Ukraine.
The training participants mastered the key aspects of social dialogue as a mechanism of public administration. Particular attention was paid to the organisation and conduct of negotiations in accordance with EU standards, risk assessment mechanisms and modern communication tools. An important area was the study of international cooperation and algorithms for effective cooperation between public authorities and the public. A special focus was made on the basics of international humanitarian law in the context of armed conflict. In addition, the participants gained practical skills in developing change plans, managing their implementation and response. They also learnt how to build a favourable institutional environment for social dialogue in the context of war and post-war reconstruction.
Such educational initiatives are extremely important for the training of professionals working in the field of public administration and social partnership. They promote Ukraine’s integration into the European space, help develop effective communication mechanisms and ensure the sustainability of democratic institutions.
