Seminar on reservations for persons liable for military service during martial law

On December 17, the Centre for Evaluation of Applicants for Civil Service Positions hosted a seminar on the organisation and maintenance of military records during martial law. The event was organised by the High School of Public Governance in cooperation with the National Agency of Ukraine on Civil Service.

The seminar became an important platform for discussing the challenges faced by state institutions in times of war. During the event, participants had the opportunity to receive expert explanations on current issues of military registration, legislative innovations and practical mechanisms for reserving persons liable for military service.

Nataliia Aliushyna, Head of the NAUCS, noted that the war, which has lasted for almost three years, has caused significant changes in the functioning of society, including the public service. As of the third quarter of 2024, 4244 civil servants have already joined the Armed Forces, territorial defence or volunteer formations. In these circumstances, one of the key tasks was to ensure the staffing stability of critical institutions.

The event paid special attention to recent changes in legislation. In particular, starting from 2 October 2024, new rules for reserving persons liable for military service through the unified state web portal of electronic services Diia will be in force. These changes require the authorities to quickly adapt to the new rules and algorithms.

The seminar was attended by:

-Nikita Nikitenko, Acting State Secretary of the Ministry of Defence of Ukraine;
-Sergiy Smetanko, Director of the Department of Security and Defence Economics at the Ministry of Economy of Ukraine;
-Petro Zhuk, Head of the Department of Mobilisation Planning and Mobilisation, Ministry of Defence of Ukraine;
-Valeriia Koval, Deputy Director of the Directorate for the Development of Electronic Services, Ministry of Digital Transformation of Ukraine;
-Serhii Ivaniuk, Head of the Mobilisation Department, Deputy Head of the Main Personnel Department of the General Staff of the Armed Forces of Ukraine.


The event demonstrated the importance of consolidating the efforts of government agencies aimed at improving the efficiency of public service under martial law.
