On 17 September, the Higher School launched the Public Policy course for senior executives of Ukraine’s public administration, developed to implement the State Anti-Corruption Programme for 2023-2025.
The exclusive transformational programme began for 30 participants – state secretaries, deputy ministers, heads of central executive bodies – with the English-language training ‘Balancing Politics and Policy Making’.
The trainer of the first module, ‘Policy Making VS. Policy’ was taught by Kasparas Berzins, Master of Public Administration (Maxwell School, Syracuse, USA), PhD (Georgia Tech, USA), who has over 20 years of experience in policy development and strategy.
During the class, the students worked on practical aspects of modern approaches to policy-making, exploring different perspectives of civil servants and political leaders and learning strategies for effectively managing these dynamics.
The course, developed in cooperation with the NAUCS and the EU Project ‘Support to Comprehensive Public Administration Reform in Ukraine’ (EU4PAR), is practice-oriented and aims to enhance the competence of senior civil servants in policy-making.
The programme consists of two main modules, followed by a group coaching session and a series of optional webinars to disseminate knowledge among policy analysis and development teams, studying strategies for effective governance, social constructions of public policy, political decision-making, etc.
Thus, during September-October 2024, participants will have the opportunity to improve the skills necessary to develop sound, politically viable and sustainable policies, strengthen their leadership and bring their teams to a qualitatively new level of policy-making.
