‘Organisation of work on the de-occupied territories’

On October 2, 2024, the educational marathon ‘Organisation of work on the de-occupied territories’, which lasted 14 weeks, came to an end. The project was implemented by the High School in cooperation with the National Agency of Ukraine on Civil Service.

The objective of the project is to increase the level of professional competence of persons enrolled in the reserve of employees of state bodies to work in the de-occupied territories of Ukraine, which is aimed at developing practice-oriented skills, ensuring the reintegration of the liberated territories and sustainable development of Ukraine.

The training was attended by 978 people, including: 425 civil servants, 267 local government officials and 286 others.

The educational initiative is part of a government programme approved by the Cabinet of Ministers of Ukraine on 23 May 2023, which aims to create a reserve of government employees to ensure the stable functioning of state institutions during the post-war recovery period. Project participants spent three months acquiring knowledge and skills in governance in the de-occupied territories. The resolution also provides for professional training for those enrolled in the reserve, which will contribute to the effective restoration of public administration in these regions.

The project participants had the opportunity to gain relevant and practical knowledge of the activities of the Civil-Military Administration and state bodies after the de-occupation of Crimea; communication and countering disinformation; corruption prevention and integrity; civil and social protection; service delivery; and mental health support.

This project has become an important step in training professionals who will play a key role in the country’s recovery. The knowledge and skills gained will contribute to the further recovery and development of Ukraine.

The project speakers included representatives of the Office of the President of Ukraine, the Presidential Commissioner for the AR of Crimea, the Cabinet of Ministers, the State Emergency Service, the National Agency for State Emergency Service, the National Agency for Corruption Prevention, the Kherson Regional State Administration, the Centre for Strategic Communications, the All-Ukrainian Association of ASCs, the NGO ‘Clean Slate’, the High School of Public Governance, the Natalia Sablina Training Centre, the Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine.
