On 24 January, a meeting was held with the participation of the High School of Public Governance, the National Agency of Ukraine on Civil Service and the Council of Europe to discuss the achievements and future prospects of the Council of Europe project HELP (Human Rights Education for Lawyers) for Ukraine, including in times of war. The participants of the event summed up the results of two years of cooperation, reviewing the key results of the project.
In particular, the discussion highlighted the active implementation of HELP courses and methodology, which have already been integrated into the educational process of leading law universities and government agencies. Over the course of the project, 37 courses have been translated and adapted into Ukrainian. In addition, new programmes have been developed and a series of trainings have been held to improve the skills of justice professionals.
The High School of Public Governance is involved in the launch of training programmes aimed at improving the skills of civil servants in the field of human rights protection. Thanks to cooperation with international partners, the courses ‘Internal Displacement’, ‘Human Rights in the Armed Forces’ and ‘Anti-Discrimination’ were successfully implemented, with more than 160 civil servants participating.
Particular attention was paid to the project’s development prospects for 2025-2026. Key areas for further cooperation include deepening the integration of European human rights standards into Ukraine’s national legal system and raising awareness of international humanitarian law among Ukrainian lawyers.
The HELP project continues to play an important role in the process of Ukraine’s European integration, contributing to the formation of highly qualified professionals capable of effectively applying European standards in their professional activities.
