Meeting of the working group on the implementation of the Concept of the National Resilience System

On 13 June 2024, the High School hosted the first meeting of the working group on the development of indicators and the introduction of a periodic survey of civil servants as part of the implementation of the Concept of the National Resilience System by 2025.

The Cabinet of Ministers of Ukraine approved the Action Plan for the implementation of the Concept by its Resolution No. 1025-r dated 10 November 2023. It was with the aim of developing indicators and approving a survey of civil servants to obtain information on awareness of actions to be taken in the event of a threat, as well as understanding the proper decision-making vertical and appropriate actions to be taken in case of its violation, that the High School established a working group.

The Head of the High School, Yuliia Lykhach, introduced the members of the working group, which included representatives of the High School, the National Agency of Ukraine for State Service of Special Communications and Information Protection, the State Emergency Service of Ukraine, the Government Office for Coordination of European and Euro-Atlantic Integration, the Centre for Adaptation of the Civil Service to EU Standards, the Institute of Public Administration and Civil Protection Research, and the National Defence University of Ukraine.

Yuliia Lykhach also emphasised that in the context of strengthening national resilience, it is increasingly important to strengthen the human resources of the authorities and professional competence, institutional and methodological support for the functioning of the national resilience system and the interaction of its subjects.

The High School successfully implements the professional development programme “Building National Resilience”. Its goal is to update management approaches, introduce effective international instruments and practices aimed at ensuring national resilience. This will enable the development and implementation of a comprehensive state policy in the field of national security and resilience. In 2024, 147 students have already been certified.

“Professional training on this topic will be continued and improved in certain areas and basic elements of resilience,” said the Head of the High School. “The questionnaire submitted to the working group will allow us to make a specific cut of knowledge and needs, in accordance with the powers and requests of public servants, which will facilitate interaction and coordination of state authorities and local governments, and the development of plans for coordinated actions in preventing, responding to and overcoming the consequences of threats and crises.
