The website of the High School of Public Governance has published a new manual entitled ‘Foreign and Domestic Experience of Implementing Civic (Political) Education in the Context of Training of Public Servants’. This publication covers a wide range of issues related to civic education in Ukraine and the world. The manual was developed jointly by the High School of Public Governance and the Centre for Adaptation of the Civil Service to the Standards of the European Union with the support of the Hans Seidel Foundation.
The manual focuses on the European values that serve as the basis for civic education in the European Union. The publication highlights the current European model of civic education, describes in detail the approaches of the Council of Europe, including the competence model for a culture of democracy, analyses EU policy documents and identifies the EU’s priorities in the field of democracy.
In addition, the manual analyses international experience in implementing civic education, in particular in such countries as Germany, the USA, Estonia, Portugal, Latvia, Bulgaria, Switzerland, Poland, Georgia, the Republic of Korea and others. Of particular interest is the information on the inclusion of political education in the professional training programmes for public servants. Ukraine has not been left out of the study. The manual examines the current practice of civic education in our country, highlights achievements and outlines prospects for the development of this important area.
