General administrative procedure in action: training for civil servants

At the request of the CMU Secretariat, the High School developed a professional programme “General Administrative Procedure” to apply the provisions of the new law in the work of the CMU Secretariat, the secretariats of the Verkhovna Rada committees and the Ministry of Justice of Ukraine.

The training is implemented by the High School in cooperation with the EU project “Support to Comprehensive Public Administration Reform in Ukraine” (EU4PAR).

The training was attended by 44 public servants who ensure the formation and implementation of state legal policy on the provision of administrative services.

The aim of the training is to develop a thorough knowledge and understanding of the new legislation, as well as developing practical skills in its application in daily work.

The trainings were delivered by EU4PAR project experts Iryna Boyko, Associate Professor at the Yaroslav Mudryi National Law University, and Viktor Tymoshchuk, Senior Research Associate at the V.M. Koretskyi Institute of State and Law of the National Academy of Sciences of Ukraine, Deputy Chairman of the Board of the Centre of Policy and Legal Reform.

The main objectives of the training are to familiarise the participants with the basic principles and provisions of the General Administrative Procedure, its structure and scope, to teach them how to use the GAP to solve typical problems arising in the field of administrative law; to develop skills in analysing and interpreting the provisions, to provide recommendations on harmonising special legislation with the GAP, including by applying criteria for reviewing legislative acts.

For reference.
In 2024, the High School plans to upgrade the skills of 1,583 civil servants of categories B and C and local government officials on the new principles of administrative procedure. As of today, 502 participants of the General Administrative Procedure programme have already received certificates of professional development.

In the framework of cooperation with the EU Project “Support to Comprehensive Public Administration Reform in Ukraine” (EU4PAR), the High School also provides training in the short-term programmes “General Administrative Procedure”, “Cyber Defence of Critical Information Infrastructure for Public Sector Information Security Specialists”, “Russian Disinformation and Ways to Counter It”, “Strategic Communications in Public Administration. Crisis Response Strategies”, “Responding to Cyber Incidents”, etc.
