Conference ‘The role of transitional justice in Ukraine: national and local levels’

On March, 27 of 2025, the conference ‘The Role of Transitional Justice in Ukraine: National and Local Dimensions’ took place. The event was organised by the High School and the NAUCS with the support of the Embassy of the Kingdom of the Netherlands in Ukraine, the Ministry of Foreign Affairs of the Netherlands, the Hague Academy for Local Government and the independent non-governmental organisation UpRights.

In her opening speech, Nataliia Aliushyna, Head of the National Agency, emphasised:

‘Transitional justice is extremely relevant for Ukraine both during the war and after its end – during the period of restoration of our Ukraine. Implementation of transitional justice practices and mechanisms will help to restore violated rights, punish the guilty and achieve sustainable peace in Ukraine. We must already train public servants at the national and local levels to be ready for the country’s post-war recovery. An important prerequisite is that they understand the role of transitional justice in this process. This is envisaged, among other things, by the Strategy for De-occupation and Reintegration of the Temporarily Occupied Territory.’

The event featured thematic panels that addressed the need for and mechanisms for implementing transitional justice, including the need for local government in the de-occupied territories and the importance of social unity. The participants also discussed memorialisation, the need for support and compensation for victims and the specifics of documentation for prosecution.

Summing up the conference, the Head of the High School, Yuliia Lykhach, assured that transitional justice topics will continue to be included in the system of professional development of public servants.

The event was attended by nearly 60 civil servants and representatives of civil societies and international organisations.
