Communications in public authorities: summary of the training

The High School has summed up the results of the certificate programme “Communications in Public Authorities for Democratic Governance”.

Effective communication remains one of the most important tools available to public authorities to make informed, balanced and legitimate decisions that meet the needs of society. Therefore, improving the professional level of communication skills of public servants is an important element of this.

During the week, 30 category B civil servants from various government agencies shared their knowledge and experience in proactive communications and access to information, analysed mechanisms of public engagement and formats of public discussions, behavioural research and how to incorporate its results into communications. Nataliia Aliushyna, Head of the National Agency, and Pierre Bossan, Operations Manager of the OSCE Support Programme for Ukraine, congratulated the participants on receiving their certificates.

The programme was implemented with the support of the Secretariat of the Cabinet of Ministers of Ukraine and OSCE projects in Ukraine. Since the beginning of the year, the programme has held 5 intakes of students and trained over 300 public servants.

During the training session, representatives of the CMU Secretariat worked with the students – Natalia Oksha, Deputy Director of the Department of Information and Public Relations, Head of the Division, Roksolana Stadnyk, Director of the Department of Information and Public Relations, and Tetiana Andriychuk, Deputy Head of the Division of the Department of Information and Public Relations.

The students had the opportunity to complete both compulsory and elective modules in separate subgroups. The final test was held in the format of a reading club.

It should be noted that in 2024, the High School, in cooperation with the Secretariat of the Cabinet of Ministers of Ukraine, developed and implemented the following programmes: “Media Education and Media Literacy: Achievements of the EU and Ukraine”, “Public Administration in Crisis Situations”, “Interaction of Public Authorities with the Public”, “School for Training Strategists”, “School for Training Starostas”, “Supporting the Activities of Public Authorities under Martial Law”.

In addition, the OSCE Support Programme for Ukraine has developed and is implementing a training programme on Conflict Management in Public Authorities.
