An expert discussion “The role of expost-evaluation in the public policy cycle” was held at the High School of Public Governance, which brought together representatives of state authorities, public organizations, the expert community and international partners.

The participants were welcomed by the Acting Head of the National Agency of Ukraine on Civil Service Oleh Voitovych, Director of the PROVIDUS Public Policy Center Sanda Liepina and Board Member of the Public organization “Professional Government Association of Ukraine” Alisa Lytvynova.

Oleh Voitovych emphasized that systematic evaluation of public policy makes it possible to move from recording the implemented measures to analyzing the real results and impact of the decisions made. It is important to take the conclusions of such an evaluation into account when determining further priorities for public administration reform.

During the event, participants considered the role of ex-post evaluation through the prism of the SIGMA Principles of Public Administration, learned about the experience of conducting interim and ex-post evaluations of the Public Administration Reform Strategy of Serbia, and discussed practical aspects of evaluating the results of public policies.

Particular attention was paid to the preparation of the ex-post evaluation of the Public Administration Reform Strategy of Ukraine for 2022–2025.

During the practical part, the participants identified key issues, main challenges and expected results of the future evaluation.

The ex-post evaluation will last from July to October 2026. Its results should become a practical basis for improving approaches to the formation and implementation of public policy in Ukraine.

The event was held within the framework of the project “Empirical expost-evaluation and capacity building for the Public Administration Reform Strategy of Ukraine“, organized by the PROVIDUS Public Policy Center and the Public organization “Professional Government Association of Ukraine” in partnership with the NAUCS, the High School of Public Governance and the Center for Adaptation of the Civil Service to European Union Standards, with expert support from the SIGMA Program and financial support from the Ministry of Foreign Affairs of Latvia.
