A working meeting was held to discuss the implementation of gender equality principles in the civil service system. The event was attended by Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, Yuliia Lykhach, Head of the High School of Public Governance, Umutai Dauletova, UNDP Regional Gender Coordinator, Maria Adelazia Divona, Senior Gender Adviser, and Myroslava Mosiyuk, UNDP Gender Coordinator.
The discussion focused on achievements and further steps in ensuring equal opportunities for women and men in public administration. In particular, the Head of the NAUCS presented statistical data according to which the share of women among civil servants of category A is 27.3%. At the same time, the ambitious goal for 2030 is to achieve 40% representation of women in senior positions in public administration.
Particular attention was paid to the integration of the gender component into the competitive selection process for civil service, which involves assessing gender impact in policy formulation and implementation.
The High School of Public Governance actively promotes the development of civil servants’ competencies in gender policy. Last year, 1,428 civil servants were trained on gender equality, non-discrimination and prevention of gender-based violence. Participants also noted the effectiveness of trainings for trainers, including Gender Responsive Governance and Combating Gender-Based and Domestic Violence.
The planned activities for 2025 at the High School of Public Governance include advanced training for 600 people in the following areas:
Ensuring gender equality in public administration is one of the key areas of civil service reform in Ukraine. Thanks to the joint efforts of the NAUCS, the High School of Public Governance and international partners, significant results have already been achieved in implementing gender-sensitive policies, training programmes and human resources initiatives.
