‘ORGANISATION OF WORK IN THE DE-OCCUPIED TERRITORIES’

The war has become a test of Ukraine’s strength: to resist the enemy, fulfil social obligations to society, remain a reliable international partner and motivation for change. The national public governance system proved to be fundamentally resilient in extremely difficult conditions and was able to adapt to wartime conditions.

Today, the public service has not only adapted to wartime conditions, but is also ready for the next challenges. The main one – is the post-war reconstruction of the country and the formation of a powerful recovery reserve for the practical implementation of the tasks and functions of the state in the de-occupied territories, which have the necessary knowledge, skills and abilities to work in these conditions.

In May 2023, the Government initiated a pilot project to help government agencies in the de-occupied territories to recruit motivated and professional employees to their teams, as approved by the Resolution of the Cabinet of Ministers of Ukraine of 23 May 2023 No. 524 ‘On the Implementation of a Pilot Project to Create a Reserve of Employees of Government Agencies to Work in the De-occupied Territories of Ukraine’.

The pilot project is coordinated by the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, the National Agency of Ukraine on Civil Service and the High School of Public Governance.

As part of this initiative, the National Agency of Ukraine on Civil Service, the High School of Public Governance and partners will launch an educational marathon ‘Organisation of work in the de-occupied territories’ on 03 July 2024.

OBJECTIVE

raising the level of the professional development of persons enrolled in the reserve of employees of state bodies to work in the de-occupied territories of Ukraine, developing practice-oriented skills, ensuring the reintegration of the liberated territories and sustainable development of Ukraine.

MAIN TASKSMAIN TASKS

  • informing about the state policy in the field of de-occupation and reintegration of the temporarily occupied territory and management of the de-occupied territory.
  • raising the level of professional development on issues necessary for management and effective decision-making to ensure the transformation, reconstruction and restoration of the state, including human resources management, administrative services, ensuring accessibility and quality of social services, educational services, public relations, corruption prevention and integrity, cybersecurity and cyber defence, mobilisation, public procurement, overcoming environmental consequences, infrastructure development and energy efficiency.
  • familiarisation with the basic principles of human rights, barrier-free, inclusive society, non-discrimination, gender equality, combating and preventing gender-based violence and domestic violence.
  • Development of human resources for effective management of de-occupation processes.

AREAS COVERED BY THE PROGRAMME

  • development of human resources for effective management of the de-occupation and reintegration of the temporarily occupied territory;
  • management and effective decision-making to ensure the transformation, reconstruction and restoration of the state, including human resources management, administrative services, accessibility and quality of social services, educational services, public relations, corruption prevention and integrity, cybersecurity and cyber defence, mobilisation, public procurement, overcoming environmental consequences, infrastructure development and energy efficiency, psycho-emotional preparation for work in the de-occupied territories

THE PROGRAMME IS AIMED AT DEVELOPING A COMPLEX OF PROFESSIONAL COMPETENCES, that are necessary for effective work in the context of post-war reconstruction and development of Ukraine.

  • on the rights, freedoms and duties of man and citizen, the principles of preventing and combating discrimination;

PARTICIPANTS

persons enrolled in the reserve of employees of state bodies for work in the de-occupied territories of Ukraine

IMPLEMENTATION TIME: July – October 2024.

IMPLEMENTATION FORMAT: online meetings.

The training is provided free of charge at the expense of the state budget.

Upon completion of the training, participants will receive a certificate of advanced training.
