On September 30, during the event ‘Natolin4Capacity Building: Empowering Civil Servants on the Path of Ukraine’s Integration into the European Union. Summing up the project results and prospects for the future’, a new online educational platform of the High School of Public Governance “StudyiЯ” was presented.

The event was attended by Olha Stefanishyna, Vice Prime Minister for European and Euro-Atlantic Integration and Minister of Justice of Ukraine, Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, Eva Osnietska-Tametska, Vice-Rector of the College of Europe, and Asier Santillan Luzuriaga, Head of the European Integration, Good Governance and Rule of Law, Civil Society Section, EU Delegation to Ukraine.

‘The knowledge and experience gained during the project will help us build our own capacity and work closely to develop the capacity of higher schools of public governance, which, in particular, have received a ‘new lease of life’ thanks to the project. Today we celebrate the completion of the first phase of the project. We have learnt about our strengths and needs and will now work even more closely with our colleagues from the European Commission, the College of Europe in Natolin, the NAUCS and the Government Office for Coordination of European and Euro-Atlantic Integration to make the most of our training. Our new stage of cooperation was also marked by the President’s decision to send a delegation to the EU accession negotiations and the creation of more than 30 different working groups to engage civil society, business, the Parliament and the Government, which together will drive the accession process itself,’ said Olga Stefanishyna.

‘As part of the cooperation between the Government Office for Coordination of European and Euro-Atlantic Integration, the National Agency for Civil Service, Natolin4Capacity Building and the College of Europe in Natolin, the Natolin4Capacity Building educational platform was created in 2022. Almost 7,000 civil servants have been trained on the platform in 16 online courses on various aspects of the EU’s functioning and the development of EU-Ukraine relations,’ Nataliia Aliushyna said. Separately, the Head of the Agency focused on cooperation with the Natolin4Capacity Building project on the development and implementation of individual training programmes. In 2023, the High School of Public Governance and the College of Europe in Natolin signed a Memorandum of understanding. In the same year, 148 civil servants were trained under 5 general short-term training programmes as part of the Natolin4Capacity Building project.

Yulia Lykhach, Head of the High School of Public Governance, presented the StudyiЯ platform with e-learning courses on European integration. This is an innovative educational platform of the High School of Public Governance for the training and development of public servants. Currently, it hosts 16 online courses on European integration, which were developed by the project ‘Building Capacity for Integration and Reform: Enhancing the Administrative Capacity of the Civil Service of Ukraine for European Integration through a Comprehensive Educational Programme’ by Natolin4Capacity Building. The platform’s advantages include the ability to study at any time, accessibility, and the issuance of certificates of completion.
