Ukrainian Public Officials Completed the Fifth Natolin4Capacity Building Training Session

The fifth training session of the Natolin4Capacity Building Phase II (N4CB-II) project has concluded at the College of Europe in Natolin (Warsaw, Poland). The programme was held from 12 January to 20 February 2026.

This edition focused on EU accession negotiation Cluster 5 – “Resources, Agriculture and Cohesion.” Eight representatives of Ukrainian public institutions participated in the intensive training.

The programme combined academic lectures, expert mentoring, study visits, and analytical exercises. It was designed to strengthen participants’ practical understanding of European policies, institutional mechanisms, and regulatory approaches within the relevant negotiation cluster.

Participants emphasised that one of the key values of the programme was the opportunity to work with real-life cases directly related to Ukraine’s EU accession process.

We do not need to wait or prepare. We simply have to work every day – work hard – to move towards membership,” noted Yaroslava Dotsenko, a representative of the State Audit Service of Ukraine.

Olha Zakharova, representing the Ministry of Economy, Environment and Agriculture of Ukraine, highlighted the institutional dimension of integration: “Integration requires strong institutions, not isolated experts.

Tetiana Terekhova, a representative of the Ukrainian National Office for Intellectual Property and Innovations, underscored the motivational impact of the programme: “This experience strengthened our belief that we can truly achieve our goal of joining the European Union.

Across the five completed editions of the Natolin4Capacity Building project, a total of 41 Ukrainian public officials have completed training.

The tailored EU integration programme is implemented under the EU-funded Natolin4Capacity Building Phase II (N4CB-II) project. The initiative is delivered by the College of Europe in Natolin in cooperation with the High School of Public Governance, the National Agency of Ukraine on Civil Service, the Government Office for Coordination of European and Euro-Atlantic Integration, and the Office of the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine, with financial support from the European Union.

The project aims to strengthen the institutional capacity of Ukraine’s public administration in the context of EU accession negotiations.
