The Head of the High School, Yuliia Lykhach, took part in the outreach event ‘ Hromada Integrity Forum: European Values in Practice’ held on 16 August at the National Agency for the Prevention of Corruption.

This year, the Forum is dedicated to presenting best practices in communities, disseminating tools for building integrity, signing the Declaration of Integrity, and highlighting examples of the best programmes and projects that teach communities to become capable, virtuous, and successful in order to educate other communities.

The head of the High School shared her experience during the third panel, ‘Training as a Tool for Ensuring Community Integrity.’

‘One of the important components of the Higher School’s Development Strategy is integrity, so this element is systemic for all training programmes,’ emphasised Yulia Likhach. ’Integrity training programmes are developed jointly with international partners and in cooperation with the NACP, and are focused on the practical needs of a specific target audience.

It should be noted that the School has a long and fruitful cooperation with the NACP. As part of the implementation of the State Anti-Corruption Programme for 2023-2025, we have jointly developed and are implementing more than 6 professional development programmes.

In 2023, 112 heads of local administrations were trained under the programme ‘Organisation of Activities of Heads of District State Administrations under Martial Law’ (module ‘Ethics and Integrity Issues in the Activities of the Head of District State Administration during Martial Law’), and 120 people are scheduled to be trained this year.

The educational project ‘Organisation of Work in the De-occupied Territories’, which includes a module of the programme ‘Preventing Corruption and Ensuring Integrity’, is ongoing. More than 900 people took part in the marathon.

The Starosta Training School educational project is being implemented to acquire professional competencies and implement effective tools for local development, openness, security, and community resilience. 370 starostas from 242 communities in Ukraine have already completed the programme.

The educational projects ‘Topical Issues of Local Self-Government Activities’, ‘School of Project Management and Grant Writing’, and ‘Municipal Workshop’ were successful.

‘The professional development of trainers is also important to us. Together with the Hague Academy of Local Self-Government, we have trained 20 trainers on promoting integrity in the civil service. We also updated the online course ‘Integrity of Civil Servants in the Performance of Duty’ and the manual ‘Promoting Integrity and Good Governance. Reflections and Best Practices for Public Institutions,’ said Yulia Lykhach, ’We hope that our cooperation with the NACP in promoting the values of public integrity will continue to be fruitful and will result in new curricula, online courses and educational projects.
