The adoption of the law on administrative procedure was a key step towards Ukraine’s accession to the EU. It was one of the two important criteria for obtaining candidate status, which ensures transparency and efficiency in public administration in line with European standards.
The High School, as one of the leading educational institutions providing professional development for public servants, has been conducting training on general administrative procedure for the second year in a row.
In 2024 alone, 1583 civil servants completed the general short-term professional development program “General Administrative Procedure”.
The main goal of the program was to develop a deep understanding of the conceptual foundations of the general administrative procedure, including a system of theoretical knowledge about the legal regulation of the procedure for adopting and implementing administrative acts. An important aspect of the training was mastering the key skills and abilities to apply administrative procedure legislation, as well as the practical skills required for a specialist in public administration.
During the course of the training, participants acquired the ability to analyze the peculiarities of administrative procedure and its importance in public administration, apply a systematic approach to the analysis of legislation on administrative procedure, evaluate the stages and stages of administrative proceedings, and understand the essence, forms and types of administrative acts and their structural elements. They learned how to interpret the conditions for the legality and illegality of administrative acts and how to determine ways to terminate their validity.
The acquired knowledge and practical skills will help the program participants not only improve the quality of management decisions, but also ensure transparency and legality of administrative processes.
